The Foreign Secretary has raised concerns about the UK’s vulnerability to a new wave of disinformation, interference, and cyber threats orchestrated by hostile states. In a speech delivered in London, Yvette Cooper highlighted the proliferation of manipulated content on social media platforms aiming to destabilize support for Ukraine and influence election outcomes. She emphasized the evolving landscape of technology, enabling hackers and disruptors to operate on behalf of hostile regimes, intensifying hybrid threats.

Cooper emphasized the need to safeguard the UK from foreign intervention in domestic debates concerning topics such as migration, gender, and climate to prevent divisive tactics. She underscored the current trend of escalating hybrid threats across Europe, encompassing physical and cyber tactics to undermine national infrastructure and democratic processes, benefiting malign foreign entities.

The Foreign Secretary announced new strategies to identify and counter threats posed to the UK, coinciding with the commemoration of the Locarno Treaties post-World War One. She emphasized the shift in tactics employed by malicious actors, leveraging technology advancements to manipulate public opinion and interfere in democratic processes more easily. Recent instances, such as fake websites and deceptive advertisements during Moldova’s elections, reflect the pervasiveness of misinformation campaigns.

Cooper warned about the dissemination of fake videos targeting Ukrainian President Zelensky and his wife through fabricated news outlets in African nations to erode support for Ukraine. Additionally, Russian entities have been implicated in disseminating counterfeit documents and deepfake content in multiple languages on social media platforms in the UK.

By flooding social media with AI-generated and manipulated videos, foreign actors aim to subvert support for key allies like Ukraine, undermining collective efforts against Russia’s unlawful actions. Cooper stressed that contentious issues within the UK should be debated internally without external interference, emphasizing the importance of maintaining unity and sovereignty against foreign manipulation tactics.
